SAQA was originally established by an Act of Parliament, the South African Qualifications Authority Act No 58 of 1995.

Following the conclusion of the NQF Review process in 2008, the SAQA Act was replaced by the National Qualifications Framework (NQF) Act while the General and Further Education and Training Quality Assurance Act, Higher Education Act, and Skills Development Act have been amended. The NQF Act and amended Acts are as follows:

• Adult Basic Education and Training Act
